Kylie Mingue is our ‘Worst Dressed Celeb of the Day‘.  Whatever she is wearing would even make a pretty lousy Halloween costume.  It kind of reminds me of a mixture of a biker chick with Indian blood going out for a big night at the casino in Mississippi.
