YES! Miley Cyrus is back on Twitter! The 18 year-old decided to return to the social networking site as an excuse to promote her Gypsy Heart Tour. Yesterday, Miley decided to show off her dream catcher tattoo, which is finally finished, on the right side of the rib cage (see picture above).
